BDO Debt Solutions is the consumer insolvency arm of one of the largest accounting networks in the world, and it is almost certainly the biggest name on any list of Canadian Licensed Insolvency Trustees. It also turns out to be one of the harder firms to review, for a reason I did not expect when I started looking. There is barely any consumer review record to examine.
Need help with debt?
First work out whether you need to file at all
A consumer proposal leaves an insolvency record that outlasts the payments. If your income can still cover the principal, a debt management program avoids that entirely. Consolidated Credit Canada will tell you free of charge which applies to your numbers.
That is not a knock on them. It is a genuine quirk of reviewing an institution rather than a firm, and it changes how you should go about judging them. Below is what I could verify, what I could not, and the question I think actually matters here.
BDO Debt Solutions at a glance

| Offices | Stated as 100+ nationally |

Is BDO Debt Solutions legit?
Yes. BDO Debt Solutions operates through BDO Canada Limited, which is an affiliate of BDO Canada LLP, itself part of the international BDO network. Its team includes Licensed Insolvency Trustees, which is the federally regulated designation required to file a consumer proposal or administer a bankruptcy in Canada. No unlicensed firm can do either of those things, so the licence is the credential that actually matters.
If you want to understand what that designation means before you speak to anyone, our explainer on what a Licensed Insolvency Trustee does and who needs one covers it.
Who owns BDO Canada?
This comes up often enough that it is worth untangling, because three similar names get used interchangeably and they are not the same thing.
- BDO Canada LLP is the Canadian accounting and advisory partnership.
- BDO Canada Limited is a separate affiliate of that partnership, and it is the entity behind BDO Debt Solutions.
- BDO International is the global network that BDO Canada LLP belongs to.
So BDO Canada is not owned by a parent company in the way people usually mean. It is a member firm of an international network of independent partnerships. The practical takeaway for you is narrower: the people handling your file sit inside BDO Canada Limited, not the audit practice, and the relevant credential is their LIT licence rather than the brand on the door.
The review footprint problem
Here is where reviewing BDO differs from reviewing a mid-sized trustee. With a firm like Bromwich+Smith you can pull up one BBB profile and one Trustpilot listing and get a reading, however imperfect. With BDO you cannot, because the listings are fragmented across individual offices and legal entities.
| Source | What is actually there |
|---|---|
| BBB | No single national profile for the debt practice. Listings are split by office and entity. The Halifax debt relief profile is marked Not Rated and is not BBB accredited. |
| Trustpilot | One legacy profile for a single Toronto office, scoring ★★★★☆ 3.7 out of 5 from 19 reviews, with nothing posted in the last 12 months. The associated website has closed, so no new reviews can be left. |
Nineteen reviews, none recent, for a practice that claims more than a hundred offices. That number tells you essentially nothing, and I would not use it either for or against them.
What I take from this is not that BDO is hiding anything. Large institutional firms often have thin consumer review profiles because they never ran the review-collection campaigns that smaller, marketing-driven competitors did. But it does mean you cannot evaluate BDO the way you would evaluate a smaller trustee. Their credibility rests on scale, longevity and the LIT licence, not on a score you can look up.

What BDO Debt Solutions offers
- Debt counselling. Budgeting guidance plus advice on credit counselling and consolidation, which are the routes that stop short of filing.
- Consumer proposals. A legally binding settlement with unsecured creditors. BDO markets this as reducing monthly payments by up to 80 percent, which is their figure rather than a guarantee, and the actual reduction depends entirely on your income and what creditors accept.
- Bankruptcy. For cases where repayment of any meaningful portion is not realistic.
Their own published guidance treats a debt to income ratio above 40 percent as the point where debt has become too much, which is a reasonable rule of thumb and consistent with what most trustees use.
If you are still deciding between the formal and informal routes, our guide to how debt settlement really works in Canada sets out the differences, and what to do when credit card balances get out of control covers the earlier stage.

Compare the lighter option before you file
If five years of payments would clear your principal, a debt management program usually costs less overall and leaves no insolvency record. One free assessment tells you whether that is your situation.
Where they operate, including Quebec
BDO states more than 100 offices nationally. I was able to confirm locations in Toronto, Scarborough, Brampton, Windsor, Kingston and New Liskeard in Ontario, Calgary in Alberta, Winnipeg in Manitoba, Halifax in Nova Scotia, St. John’s in Newfoundland and Labrador, and Montreal in Quebec.
That last one matters more than it sounds. Quebec coverage is a genuine point of difference. Several of the larger national trustee brands do not operate there at all, Bromwich+Smith among them, so Quebec residents have a noticeably shorter list to choose from. BDO runs a Montreal office on Rue De La Gauchetière Ouest with a dedicated Quebec insolvency lead, and the site operates in French.
If you are in Quebec, our Quebec debt relief guide covers the provincial picture alongside this.
As with every Licensed Insolvency Trustee, the licence is federal and most files now run remotely, so the office list matters mainly if you want to meet someone in person.
Pros and cons
👍 In their favour
- Licensed Insolvency Trustees, so they can actually file
- Institutional backing and a history going back decades
- The widest office network of any firm in this category
- Quebec coverage, which several national competitors lack
- Free initial consultation
- Fees are set by federal tariff, so no pricing games
👎 Against
- Almost no usable consumer review record to check
- The Halifax BBB profile is Not Rated and not accredited
- The only Trustpilot listing is a dormant single-office profile
- Experience may vary widely between offices in a network that size
- As an insolvency practice, filing is the product on offer
That fourth point is the one I would weigh most heavily. In a network of over a hundred offices, the quality of your experience depends on the specific trustee assigned to your file rather than on the brand. That is an argument for taking the free consultation and judging the person, not the logo.
BDO, a smaller trustee, or credit counselling?
| BDO Debt Solutions | A smaller LIT firm | Credit counselling | |
|---|---|---|---|
| Can file a proposal | Yes | Yes | No |
| Reduces principal owed | Yes | Yes | No |
| Creates insolvency record | Yes | Yes | No |
| Reviewable track record | Very limited | Usually yes | Usually yes |
| Quebec available | Yes | Varies | Varies |
| Cost | Federal tariff | Same federal tariff | Capped by province |
Because the tariff is identical across licensed trustees, price cannot separate BDO from a smaller firm. What separates them is scale against accountability: BDO gives you institutional permanence and geographic reach, a smaller firm gives you a track record you can actually inspect. Neither is automatically better.
The prior question is still whether you need a trustee. We compared the alternatives in our roundup of Canadian debt relief companies, and looked at the counselling route in our review of Consolidated Credit Canada. For another trustee comparison, our Harris and Partners review covers a mid-sized alternative.
Who BDO Debt Solutions suits
A good fit if: you have established that filing is the right route, you are in Quebec or somewhere with limited trustee coverage, you value an institution that will still exist in ten years, or you simply want an office near you.
Look elsewhere if: you want to read a substantial body of recent client reviews before committing, or your income could still support repaying the principal, in which case filing is heavier than your situation needs.
